The new draft Swindon Borough Local Plan is now out for Regulation 18 consultation. The consultation runs for six weeks between 3:00pm Monday 1st September 2025 and 11:59pm on Monday 13th October 2025.
The emerging Swindon Borough Local Plan will guide the future growth and development of the Borough up to 2043, with a wider strategic vision to 2055.
On adoption, the Local Plan to 2043 will replace the current Swindon Local Plan 2026. It will set the strategic vision for housing, employment, infrastructure, transport, and the environment to support sustainable growth that meets the needs of residents, businesses and the community.
The Local Plan is a key planning document. It sets out housing and employment needs and allocations, policies and strategies, and how we will meet national and local objectives to achieve economic growth across the Borough.
Regulation 18 consultation is the first statutory stage of consultation in the Local Plan development process. It represents an important opportunity for stakeholders, local residents, businesses, and statutory consultees to review our initial options and preferred proposals and provide feedback on the emerging Local Plan.
The new Local Plan to 2043 can be viewed on the Council’s website at: https://www.swindon.gov.uk/newlocalplan. Hard copies of the Plan are available to view at Swindon Borough Council operated libraries and at the Civic Reception of the Council offices.
Comments should be submitted using the Council’s engagement portal available from the website above. The Representation Form is also available to download and can be sent by email to SwindonLocalPlan2043@swindon.gov.uk, or by post to Planning Policy Team, 5th Floor, Swindon Borough Council, Civic Offices, Euclid Street, Swindon, SN1 2JH. The Council is also holding Engagement Sessions which Parish Councillors and residents can attend to discuss the Local Plan. For each session, there will be a private briefing before the main engagement session which ONLY Parish and Ward Councillors can attend.
